Reviewing might take place during and after the delivery, but evaluation should be planned at the start. It needs to be right for commissioners and communities and should help broad learning and improvement over time.

Evaluating should be part of the planning so that you know from the beginning what you are evaluating and why, and so that you can test progress along the way. Establishing objectives and a story or theory of change should guide what sort of evidence you collect, alongside the requirements of the tender.
